I wonder if the restriction that Scouts be deployed more than 8" from any enemy units is perhaps too restrictive to make them worth using in great numbers.
It is very easy for the first side to place Scouts to position 2 Sout units in such a way that the other player can only deploy Scouts behind his front combat line.
Of course if you are not careful at set up you may end up with enemy Scouts deployed behind your lines. So perhaps it balances out.
I would propose that Scouts be required to set up 8' away from enemy units if deploying in the open, 6" away if deploying in a terrain piece. This would help keep the side that sets up Scouts first from denying the enemy any use of his Scouts.
Just food for thought, and maybe I am being too influenced by the HotT Lurker. Also these thoughts come to me following a battle in which each side had at least 4 units with Scouting.
I will say it was quite nasty for the Wild Elf general to have a bat rider set up in his back corner.
